The character bazaar, similar to the Eve Online character bazaar you're looking for, has not yet been established by CCP for DUST. I suggest you wait until it's established.
For the record, characters in Eve Online are legally sold to other players but only for ISK. No cash allowed.

For everything else, there's Minmatar.
Eve Online has a character bazaar system that is sanctioned by CCP. It can work well here in DUST one day in the future. But that's only involving ISK. Again, no cash allowed.

It's extremely likely that it won't be the psn accounts being transferable but instead have the characters (ALTs) within those accounts be transferable to another psn account. Again, Eve Online has this setup currently. But you have to put the character into some kind of stasis before posting your character on the character bazaar. There is a reason why it's called the character bazaar and not the account bazaar.

I still fail to see the logic in paying $$$ for a character that might later on be traded among players for ISK. Keep in mind that ISK in New Eden is play money. PLAY MONEY! That's like me buying your home using Monopoly Money rather than straight up CASH and still be legal.
