Your right, it probably would end up being more of a Caldari equipment than Gallente. Shame because there is already going to be more equipment for the Caldari than any other race (Cloak, Nanohive, & Injector) where as the Gallente only have the scanner.

Actually, with the stats posted by CCP regarding cloaks, the Gallente Scout will definitely benefit the cloak far more than any other suit out there (even against the Caldari Scout).
