I use the laser every time I log on. It's still kind of useful. I find it hilarious when I can power through a few RR users when I'm in my optimal. the LR is a rare enough beast that most people don't know or have forgotten to GTFO after the beam has been heated up a bit.
It suffers from some big oversights, though.
The weapon tiers are utterly and totally broken. There is absolutely no reason to use any higher than standard level LRs. The ELM and the Viziam do not do any more damage. I tested them all out and I noticed no extra damage output from the higher tiers leading to the only advantage being the fact the higher tiers can fire just slightly longer.
And really it's only slightly. with amarr assault maxxed I can fire the STD LR until there is 20 charges left in the rifle. The Viziam can fire until there are 16 charges left. Sure the extra fraction of a second can do lots of damage but you rarely ever actually get to that point.
And even then you'll be close to overheating. With the standard lasers OHs are no big deal. 100 damage or so. With the higher tiers those numbers go up to 175 and 225 IIRC.
So that leaves the higher tier LRs actually way worse than the standard. They have higher fitting costs and are much more dangerous to use for an extremely meager bonus.
If the LR tree got the same ~5% per tier damage boost as any other weapon and the OH penalty dropped to 100 for all tiers it'd be in a good spot, keeping in mind a dev stated that it is getting an extended range in 1.8 as well.
The passive bonus from the LR operations skill is useless too. The cooldown sounds useful but in reality it is worthless. after firing the LR for long enough to get a kill you will want to reload. By the time you are done reloading then you will have a cool gun with or without passives. If you fired the gun for just a little bit then it won't be hot enough for the passive to be all that useful for you either.
But if anyone wants to try to use the LR right now, There's some fittings I use that actually have good results. Well, good results considering you are using the LR.
The one I run most often is on a standard amarr assault frame.
Complex damage mod enhanced damage mod
basic armor repper
STD LR. Scrambler pistol
Locus grenades
Nano hive
And the other LR fit I use is on an ADV assault suit.
2x Complex damage mods
Enhanced armor plate Complex armor repper
STD LR tt-3 assault SCP
m-1 locus (though I'm thinking about upgrading to core)
k-2 nanohive.
Hope this helps any novice laser enthusiasts.
Try to kill it all you want CCP, I still <3 my laser.

As I only run Amarr weapons on this character (my main), I do indeed use the laser rifle and have Prof 5 with it. Sometimes I do well, sometimes I blunder around like I'm shining it in my own eyes.

I still do. used it today, used it yesterday, used it since it came out. and i haven't abandoned it even though it isn't shining as much as it did in chromosome. but i cant wait for 1.8 |

Wished they gave it the original scope back. I know some people liked the iron sight and the current one is fine but always thought the weapon never needed any adjustments in that area. |

Outperforms it and have no draw backs like losing dmg when the target gets closer, thats where it is situational, its great in situations where the enemy can't easily close range with you. |

ran 36/0 with it yesterday is my favorite light weapon always will be and i think my gun game accounts for it up state..also as for people closing in cqc put a bad ass sidearm on u lr fit and learn how to use it i prefer smg as its more efffective vs armor and generally if they manage to close to cqc ive already melted they're shields

I use it in just about every match unless my squad is going to spend a lot of time indoors. Got level 5 prof. in everything except outfitting which might I max out coming this next patch. It's a very good weapon if you know what you're doing with it and when to engage enemies, in other words you become your squad's own personal portable fire suppression it's also great if used in conjuction with someone else using an armor damaging weapon or sniper.
