Oddly enough comms are unaffected?

Given the behaviour this is not latency unless it's on your server side. Everyone has the rewind /lag happen at the same time. It appears to me to be more like server load issues.

The other day I watched my dropship get deployed to the ground 5 times in a row since it kept rewinding. Like a fool I still got in it.... Honestly it's only been this bad this last week or so, heres video footage of what I'm talking about
I have seen this for some time. I'll be with a full squad and we all start rubber banding / rewinding suddenly. Usually lasts the rest of the battle.

This affects the entire game and all the players in it at the same time. Usually you see other players start to leave the battle.
Common issues are:
Tthe MCC sometimes won't take any damage for a while making it go on even longer.
You can't hack things.
You do no damage and no bullets are used when you shoot someone.
The reload animation goes through the motions but it doesn't reload your ammo.
You rewind through time.
These are the common side affects I can think of right now which to me all points to issues on your end CCP.
