That is exactly what I don't want to see done.
Consider that from the MAV's designs we have thus far seen the appear to be armoured personnel carriers.
Perhaps you could consider them to the logistic vehicles, either supporting infantry through reps, scans, spawners, or using Medium Turrets to destroy infantry.

Problem is, there are no medium turrets and until there are we will be stuck with small and large. It would be easier to integrate these sort of vehicles into the game than something that uses a new type of turret. And there is no real need currently for armored personnel carriers. Dropships are pretty much filling that role as it is.
Which is concerning.
I mean the Large Blaster should really be a medium turret.....
I feel that if, and I suggest this often to other players and Devs.
Vehicle balance can only exist where HAV have a defined role. That role should be anti vehicle, so the MAV can have anti infantry as its role.
Than would then mean the MAV could effectively function as a ground based troop mover, spawner vehicle, scanner vehicle for urban combat, and anti infantry bunker.

You see this is the issue.
No smaller vehicle should be better at Anti HAV than HAV.
HAV should for all intensive purposes represent the pinnacle of ground based anti vehicle power.
My ideal model of vehicles would be the following.
LAV- Light scouting, cheap and disposable, fast but lightly armoured. Low ISK and SP investment.
MAV- The balance between armour, speed, and fire power. Able to support infantry in combat. Moderate ISK, SP investment
HAV- Pinnacle of ground base vehicles. Lacking anti infantry fire power besides its small turrets, the HAV is the strongest AV presence on the field, combining high durability, large fire power, mobility to present a mobile bastion. High ISK and SP investment.
I see no reason any one in future would have to complain about in regards to vehicles under that model.
