CCP has enough time to design new dropsuits, but not enough time to add a paint bucket feature...

I never said that, or meant to imply it I understand that we all want to see a true paint bucket system already in Dust, but priorities are priorities and therefore full racial symmetry across all suits has more priority than that of just painting up our internet barbies.
Priorities are set by what you give more importance to. Personally, I have to disagree with you. Setting "priorities", as you like to call it, is what delays even the simplest of things which are soon forgotten about.
DUST514 lacks of some of the most common features many other games possess. Introducing more content to the game is great! Don't get me wrong! But it's the fact that the developers are not giving importance to correct the many problems this game is currently facing. And it is the lack of many small features which hold this game back from reaching its true potential.

That's just from the top of my head. I know there are a crap ton of other stuff that need to be addressed way before we even look into paint buckets.
