Heathen isn't a dedicated tanker, but I would agree with him. There is no downside to MLT HAV as a rule of thumb, especially since they can be kit out ot deliver max fire power with lower shields and armour to bust superior ISK and SP HAV.

Tank damage mods just do way to much damage (a passive 10% module would be good, instead) and hardeners are way too effective when stacked. Stacking penalty needs to be far greater (100%, 40%, 15%, 12.5%), for example. Also proto and adv swarms need a buff so they can take out tanks when their hardeners are down.
If none of that works, adding webifiers as amarr heavy weapons would be great.
Webifiers are something the Amarr do well but no, they should not be a primary heavy weapon.
Equipment item maybe, like a rep tool which locks and slows enemy vehicles.

They just throw their hands up and say "it's too hard! help me devs!" Also Avers don't realise that a buff to their AV weapons doesn't just make tanks easier to kill it unbalances their weapons against Small and Medium frame vehicles, like the Dropship and soon the MAV, and MTAC.

Just like militia suits and weapons are almost as good as standard variants. The same arguments that are found in this thread can be (and have been) made against starter fits being able to kill proto suits.
Except you have multiple suit tiers with each tier having significant adavantages. Comparing the MLT HAV TO STD HAV is comparing
MLT dropstuits to ADV ones.
Why don't we have proto/ marauder/enforcer HAV anymore.

Sadly, there isn't really much of an incentive to max anything other than Turret Skills and the skills that increase your Uptime for modules. That's why this game is in the state that it is. IN EVE SP = you are better. Its how it should be.
At which time SP balances by player skill.
