Sometimes when I miss, it has a .2 second delay, then the target died when after I shoot him in/near the head. CCP needs to fix this...

Nope, just your typical game performance problems.
The PC and SL should fit into the Sidearm slot so it's accessible and practical to carry one.

Happens to me too sometimes. It doesn't have a homing mechanic, it's the horrid connection to CCP's servers.
Basically it's DUST performing as normal.
I could list the ways how we Amarr are better than you, but your lesser mind wouldn't comprehend it.

Believe it or not our individual PS3 clients are making educated guesses all the time on what to put on the screen when in reality they don't really know if what they're drawing is 'true'.

Yup, this. Good netcode is some complicated stuff. This also how you get times where you and someone else kill each other with hitscan weapons- their client says they won, your client says you won, the server takes a look and goes "damn, too close to call, let's just kill them both". |
