Hmm, where to begin...
First of all, I'm not sure why your focused on the basic varieties, because the only difference between tiers is the amount you can have active at the same time. Also armor is weak against explosive damage, so once your shields are gone you are weak against any type of explosives.
Proximity Mines are designed to target the belly of the tank, which is a major weak spot. But vehicles have built-in PM detectors; just listen for the beep. Also, PMs aren't all that powerful (750 base damage, if I remember correctly), so people often set out a minefield using the different tiers. Chances are the "BASIC" PM that killed your tank was the one that just happened to deliver the killing blow.
As for the Jihad Jeep incident, were your shields down? REs cause 1500 base damage, so the three basic REs you can have active at once could easily chew through whatever HP you had remaining. Also, was the Jeep working with other AV personnel that you may not have noticed because you were focused on the Jeep? These questions would have to be answered before a fair decision could be made.
The only odd thing you mentioned was that a Jihad Jeep that didn't explode when you shot the REs. My guess is the driver was not the person that placed the REs, so the explosion was considered friendly fire. That should probably be fixed, although I'm not sure how easy or difficult it would be to program an exception.
TL,DR: Try doing the math and considering the circumstances before you decide that "the stats and the outcomes don't match."

Don't get me wrong, tanks were a joke pre-1.7, but now militia tanks are fairly powerful and cheap. The current spam of cheap tanks needs a cheap counter.
