Yeah, sure, bring in proto vehicles now. Makes total sense when you need at least 2 people with proto AV to take out a properly fitted militia tank. Oh, and lets go ahead and also take the most viable AV right now, a suicide tactic which inexplicably tankers think is unfair, which is so ridiculous it gives me a headache.
Let's seriously try to get some perspective:
Were tanks way too weak in 1.6? No question.
Are they way to strong now? Also no question unless you are tankahiro, spkr, or some other fool who has zero insight and thinks its your leet skills and not win button tanks that has suddenly made you so good.
On a more serious note: Regarding the OP, I wonder if you may be operating on too little information. Do you know with absolute certainty how many RE's were used? Did they hit a weak spot, like rear or belly of the tank? Did anyone else hit you, maybe with a forge or even an ADS you didn't see? There are a lot of variables you don't get from the kill screen.

If there really is an error in how the damage is calculated, like there was for grenades in 1.5 (I think) then that's one thing. But, again, I question if you have enough information to base a valid conclusion on. Using the kill screen and other anecdotal evidence is hardly definitive.
Example: You say in one instance you blew up the jeep but you still died. Could some pesky scout have snuck up on you and dropped some RE's on your tank while you were distracted by the jeep?
Example 2: You shoot the RE's but don't get credit for the kill. Was it FW? Theres a known bug where shooting a hacked vehicle counts as a teamkill. That or perhaps you just set off the other RE's which possibly turned it into a suicide for the driver. DId you see what the killfeed said?
Again, these are just possible explanations, which are not any more or less valid than the conclusion you have come to because it's anecdotal.
Maybe you can arrange for someone to help you test it? Find a quiet corner of a battle on the Oceania server or a FW battle (playing with an alt or for a side you don't care about, of course), and actually do some controlled testing? You would have much more solid ground to stand on then.
