Damage per second: 400 (SMG is 383.33 by comparison, I think its fair given it can't do any damage past 20 meters)
Flame cone: 5 degrees
Magazine (feul): enough to fire for 4 seconds.
Alternatively, it could have lower DPS, but a burning damage-over-time effect that lasts for a few seconds after the initial hit.
Why do I want this? Variety, don't we have enough guns that just shoot some kind of bullet? of course it will never actually happen, and I just wasted my time typing it.

Well this is a sidearm request, and we know for sure all races will get an SMG since Minmatar and Caldari both have one (by 1.8), meaning CCP plans to have full racial symmetry in SMGs.
