At the very least, you need drop suit engineering up to level 5. Im still going to have to run a basic cloak and a basic SMG and a specialist ADV shotgun with all of the fitting skills maxed because the PG is so tight on a minmitar frame. If you really want to speed tank, go gallente. Ill give you a really good fitting thats better than any minmitar fitting if you do
1x proto extender
1x proto dmage mod
3x proto kincats
1x ADV plate
1x STD cloak
1xProximity active scanner
1xK5 specialist shotgun
1x SMG

A speed tanked gallente will have about the same HP as a minmatar but about zero regen for it's main tank (armor) while the minnie can comfortably take 200+ points of damage, and if you get away you'll be back to full health in about 10 seconds.
Except that the Gallente is a better speed tanker and can do more damage with more HP, but thats mainly due to the shield/armor disparity

Is it confirmed that minmitar scouts are getting a speed buff  ?

Next build minmatar scouts will run faster than a gallente and not have to sacrifice it's entire main tank.

3 lows on minmatar next build Are you going to argue with me forever on this? I'm not exactly a newbie here. No matter what the minmatar will be faster than a gallente if it wants to be and it will be better at it.
Im not arguingGǪ..im, quite simply, asking a basic, non-offensive question about whether or not 2x kin cats on a minmitar scout will be > than 3x on a gallente. Also, if you fit 3x on a minmitar, you can't fit a cloak unless you also don't fit shield modules.
