This is one question I've been asking myself for quite some time now. Prototypes are called Prototypes because they are untested, the FIRST of their kind, or need to be developed further, and after they have been around for a while, they are no longer prototypes. aka a 2nd production series of said gear cannot be considered prototypes if nothing has changed.
Since the entire tier is named Prototype, it implies that it is a developmental title and that something unwanted can happen while using said equipment, which is still being ironed out through field application, and if so, what are these unwanted traits?
Will the suits lock up under certain conditions? Mayhaps they might cause harm to the wearer such as electrical feedback if the shields are mistreated for too long and not allowed to repair the structure of the generators?
Anyway, the Label is either incredibly misleading, or incredibly interesting.

I mean, the idea behind prototype gear is that it's not supposed to be in mass use- they're in-house specials, produced in limited numbers, hence the lack of a model number/name, exponentially higher ISK price, and the use of producer designations like Kalaakiota. When we get a proper market soonTM that requires EVE players to produce our gear, prototype gear should become appropriately rare. Unfortunately, for now, our economy is skewed by PlanetaryFarmville resulting in many people having no problem using "prototype" gear all the time.
Relative scarcity would not warrant the Prototype title. Such would be classified as "Elite" or "Custom" gear. For example, luxury cars are not Prototypes. They are rare because of price alone, but most models are a 2nd or 3rd+ production cycle--- The actual Prototypes are almost never sold except to collectors who do not actually use the vehicles!

You could get that same abbreviation if you named it something like "PRime Operations" equipment.
