I really don't wanna type this... not because I find it distasteful, but it's gonna be long.
first off as a general note to everyone who writes balance threads, if your solution is short and simple it probably doesn't address the all causes of the problem. make sure you have a good Idea of what is causing the problem and how to appropriately fix it. and for the love of god don't pick sides.
and now to the reason you clicked on the thread... hopefully
most tank spams follow a semi predictable pattern: at the beginning of a match everyone who is going to drop a tank does. the side with more/better tanks gains an early lead an from there uses their numerical advantage to clear the other side's remaining tanks. the players who lost the initial tank battle cut their losses and don't drop more armor, or they do drop armor but not in mass and are focused down by the enemy team who gained map control in the initial engagement. having removed all threats from the map the tanks roam free killing infantry when it is opportune.
the first tank engagement decides the rest of the battle. that is the problem, that once a team loses map control it is nearly impossible to regain it.

AV v V
the fundamental problem as I see it with current AV v V is that there are 2 tiers of tank and four tiers of AV. MLT AV is hopelessly outmatched by a MLT tank. why? they're both MLT... yes but if MLT av was a counter to MLT vehicles and STD av was a counter to STD then ADV and PRO would wreck shitup. instead we have a weird half balance thing where nothing really lines up with it's tier.
AV most av is probably a little nerf and madrugars are probably a little OP, but that's a game of numbers that I'll leave to CCP.

player mentality
there are AVers, that's really baffling. shouldn't everyone be an AVer? everyone and I mean EVERYONE should have an AV loadout that they actually use. if you don't have at bear minimum a MLT heavy w/ MLT forge you deserve to be tank stomped. if you wanna cry about how tanks are ruining the game you better be trying your damedest to stop them. usually i see one or two guys whaling on a tank with MLT swarms while everyone else simply ignores the beast.
you're a scout? use your RE's assault? pack a suit with AV nades Logi? you have 4 equip slots have a suit with proxys heavy? FORGE!
you don't need proto but everyone a good mid level AV capable fit

maps
the size of the maps also plays to vehicles because the maps are too large to control enough of to force a tank into an unfavorable fight. once map control is lost in the first tank engagement tanks can retreat in almost any direction. maps have wide expanses of **** all where infantry have no cover from tanks.

to truly once and for all fix tanks we need:
- A way for the losing side to gain map control
- advanced and prototype tanks + some number shuffling
- a paradigm shift in player mentality
- better maps that have a more balanced infantry vehicle interplay
