Except...it isn't.
Nouvelle Rouvenor was an underwater city on CALDARI Prime, which was sabotaged when an underwater craft laden with powerful explosives rammed into one of the domes and detonated. This was done by the Templis Dragonaur terrorist group.
Quite some time later, after the Gallente had begun their attack on Caldari-prime to drive the Caldari out of the Luminaire system, Tovil-Toba and a small rag-tag fleet under his command went on a counter-offensive at Gallente-prime, the next planet over. Taking Gallente forces there by surprise, the fleets were forced to redploy and defend their homeworld against whatever Tovil-Toba might do. Yakiya's ploy helped buy some time for more people to get off of Caldari prime.
The fleet was destroyed, and Tovil-Toba signalled abandon ship on his already heavily damaged carrier. He then pointed the ship directly at Gallente prime as it began to fall apart.
The largest of these segments fell directly onto the city of Hueromont, killing millions of civilians.
So, now you know. Tovil-Toba had nothing to do with Nouvelle Rouvenor

Nobody rammed a Leviathan anywhere. If a titan fell onto a planet and it's reactors detonated inside the atmosphere, it would be a cataclysmic event rendering the planet uninhabitable. (Luckily for Caldari prime, the Shigeru's reactors and weapons detonated in space, and the chunk that fell onto the planet landed away from major cities and was an unintentional side-effect of blowing the ship up in low orbit.
It was a Chimera that fell onto Hueromont, and only one section of it. Had the whole thing stayed together and landed on the city, there would be nothing but a massive crater there today.
And yes Adamance, the Malkalen incident was a tragedy. Evidence does, however, point to it being a rogue act. The Federation confirmed Ishukone's account of events, denying involvement and condemning the actions. Yes, while these are just words, the reaction of the Gallente fleet escorting the Wandering Saint backs up the claims. After Noir's broadcast. fleet communication broke down, pilots had no idea what was happening. Local Caldari ships then engaged the Gallente (remember, the Caldari fired first, thinking they were under attack). The Gallente ships did not initiate hostilities, and only fired back in self defense.
And before you claim that the Federation intentionally left the rest of the fleet uninformed of their diabolical plan, so that the reaction would be genuine and it could claim innocence, consider this: with Heth being so vocally anti-Gallente, and Gariushi not only being the voice of reason but more willing to work with the Federation than any other of the megacorp CEO's, why would the Federation willingly attack him? Why willingly make a martyr of him to fuel anti-Gallente sentiment in the state?
Have you ever wondered...who exactly brought down the stations shields and allowed the Nyx to collide with the structure in the first place?

Someone seems to be conveniently forgetting the entire first Gallente-Caldari war, you know the one were the vastly outnumbered and out gunned Caldari navy managed to fight the Galente war machine to a stalemate. They even managed to inflict more casualties then they took even thought the Gallente were fielding mostly drone fleets. All this before the introduction of cloning. The more you know.
It only ended up being a total stalemate after the Jove gave the Caldari capsule technology.
Until then it was very much back and forth
