I think that when it comes out in 2023, it will be terribad as a sniper rifle. Think about it, a LASER sniper rifle. I also think it will be a charge or just regular.
Lol stealth lol.
Any other ideas on what it will be like?

Darn. Well, I dreamt up my own design. Sooo... what will the Amarr anti-material light weapon be? Sort of like the Spartan Laser? or entirely new?

Well... the scrambler rifle has a beam. And yes, it should definitely have a bigger headshot bonus.

The catch would be that it would do only one shot at a time with a 1 sec or so charge up. It would have a range less than the Caldari rifle but longer than the Minny or Gallente. It would build up heat with each shot and that would be separate from the charge time so it would overheat if firing 3 to 5 shots as soon as it charges.
It would do the same damage up to its optimal with little effective.
So, it would be closer to the Caldari as a tactical long range rifle as opposed to the Minny and Gal which by all rights should be close range marksman rifles. Although the Minny should be able to do some damage in its falloff that would be somewhat less than the Cal So you're suggesting a mandatory charge? Doesn't follow the Amarrian tactical-style, semi-auto weapons, but certainly a possible implementation.

I would like to see the Ammar sniper rifle act in this sort of way so as to prevent camping, and add to the difficulty of using it. It should be a more tactical weapon, requiring skill to use efficiently. It's insane headshot damage and alpha damage a tad lower than the Charge Sniper Rifle would make it ideal for skilled snipers.
