Most of 1.7 forum warriors have cried for respec since day 1. I agree, I'm in favor of a skill refund for infantry.
2 reasons:
1. Changing stats/suit bonuses/damage mods/scanners/AV - I understand CCP hasn't altered any of these drastically, at least not yet(patch notes SoonTM), however given that the current build is so far away from where we started when we specced into them...It only makes sense. Yes, I understand things will always be balanced and tweaked. But this is more than balance an tweak, this is an overhaul.
2. Finish what you started with tanks - For the vehicle specialists with points in suits and weapons that they spent as an adaptation to 1.5/1.6. You gave them a vehicle tree respec, now finish them off. Allow them those points that should've gone into the pilot suit back. (No vehicle points refunded whatsoever)
After this, no more respecs until you decide to reprogram the game from the ground up again. When you do add the racial vehicles and racial heavy weapons then you can give us a 3x SP event, and let **** roll (May 5th, 2014 anyone?).
Now, onto the main point....For everyone afraid of FotM chasers with a respec. Why? Even if everyone goes Heavy w/ magsec SMG and RR (mass driver, whatever rifle is king next) that will last for all of 2 or 3 weeks, unless the Chinese get another New Year. Then CCP ninja nerfs things for balance, and ultimately swings the nerf bat within a month. So really FotM will be no different than any other patch. As it stands now, people will bank their SP, check out the new suits, and ultimately those that need the FotM will spec into it regardless.
There is nothing that anyone can do that will stop these players from chasing their crutch, so using this argument as a deterrent for a respec is just plain silly IMO.
TL;DR. CCP give infantry a dropsuit refund at the very least.

Well if I get a respec im going gallente logi with either a scrambler or combat rifle! Give me a respec CCP and I'll fill this worthless forum with sweet sweet tears, buckets of them.
What's not to love about the scrambler rifle, the thing is a precision weapon and at the same time a shotgun.
