I'm against an infantry respec. I am inclined to support a full and final respec on the patch that brings us full racial parity to the game's basic content. 'Basic content' includes racial suits, vehicles, and weaponry, and excludes things like new weapons, modules, and new role bonused suits and vehicles. Handing out respecs for major changes goes against what CCP has done in EVE, and sets bad precedent.
In EVE, my Ethnic Relations skill let me have 20% of my total corp be a different race than myself. That was changed to Diplomatic Relations and made it cheaper per level for me to hire allies in wars, and race was no longer important for joining corps. The first was very useful, to me, the second was a waste of SP for me. CCP gave no refund.
When my Apocalypse became a Neuting Drone boat, I got no refund.
When CCP actually removed Learning skills, people got that SP back as a refund, not a respec.

That's undeniable. But can you argue that its role now is completely different from it's role before Odyssey? It changed completely. It resembles nothing like what it used to except its name and model.
Same thing applies to the infantry changes in DUST. You saying "my stuff is getting nerfed / changed / whatever" is NOT a valid reason for a respec or refund, full or partial. On the other hand, CCP saying "here's some of the basic content we've delayed for so long" could be a good reason for a respec.
I'm against frequent respecs, however. I believe they set a bad precedent in the 'consequences matter' marketing thing that CCP does. Therefore, only a full and final respec should be given when all the racial basic content is released. Partly for that reason, releasing all the basic racial content should be CCP first priority.
