Standard caldari assault Dragonfly (or any dropsuit you want except logistic and commando)
Standard plasma cannon
SMG
Standard AV grenades
Standard Remote explosives.
Modules : Faster is better
cost : less than 10.000 ISK with standard only
Use this as you want, but it's clearly my favorite AV dropsuit. I have try everything else : minefields, LAVs, tanks, ADS and that dropsuit.
I won't explain you how to play it, I will just tell you that you will have to be fast and smart if you want to destroy tanks with this.
Except railguns in redline, all of them can be destroyed.
If you play it right, no tank player will ever know what hit him before he become a smouldering wreckage.

The problem with that fit is that you will be unable to defend yourself against infantry unless you use RE (and you need them to destroy the tanks) or kill them with PLC.
On the other side, you have a better range against tanks, and an AV weapon capable to destroy/repel dropships.

If you like to hide yes, but if you want a bit of fun or challenge, destroy tanks in close quarter is by far more rewarding.

Like I said in the first thread, if you play it smart and fast, you have the capability to destroy any tanks, I already have some gunnlogis and maddys with proto blaster on my hunt records.
The only things are not to charge right in front of the blasters and have the murphy's law busy elswere on the battlefield. Yeah I know, more easy in theory than on the field...
Plus, the main point of the topic is less to have a good ratio against tanks than to have a combat capable dropsuit that most players can afford, and I'm talking of both ISK and SP.
And more important, the point of this dropsuit is to be so costless that even if you are killed 6/7 times simply to destroy a militia tank, you will still spend less ISK than the ennemy.
