As for what some people use it for and as for what CCP designed it for shouldn't be confused with each other. As per CCP's design plan the Plasma Cannon is an AV launcher weapon. Where the Forge was AV with very good AP potential that needed to be tweaked down, the Plasma Cannon needs to be tweaked up.
