He's not talking about storm planets, he's talking about our current temperate planets having thunder storms. I've seen lighting strike at my feet before too. Definitely wouldn't be programmed to kill someone though.

Definitely still a player base. And if it can run on my garbage laptop I'm sure it'll run on your computer.
Also what levels do you have in Borderlands 2? I have a level 50 Siren (with a vault hunter thing so I can go to level 61) but can only use that character with another friend who's been playing the whole thing with me. I also have a level 30 something (or maybe 40) Commando. All DLC too.
