Why not a simply nosferatu equipment item....... don't know where people get this weird assumption that grenades can do anything....

The Amarr aren't technologically stagnating. They are often setting the bar for military innovations, including clone implants, but are slow to adopt outside technologies.
The slaves are not rebelling. They already have, and the rest remain content or docile.
First race of the Four to master Space Travel.
The Amarr fear nothing. Templar One confirmed 2 things. One that the Amarr Navies and Military are the largest and hold the most sway, and were in Mordu's eyes, winning. Two, the Amarr have never committed more than 25% of their military strength to any one engagement or war. Not even to this day.
As for "ruthless" have you seen out empress. She is BADASS!

No...no they cant. Why devise and entirely new tech when ship based technologies already exist and function effectively.
