I prefer it when tears are delivered to me personally, but I'll accept this generous public offering.
I mean if you only have a HMG(?) and greater EHP on your base shields than I currently do my whole fit, what chance could you possibly have - against someone running in about 10m from you, throwing an explosive device with less blast radius than a basic grenade, waiting for it to arm, so they can manually detonate it, which leaves them kinda defenceless and without a follow up if it fails.
It is so terribly unfair on protos spawn campers that we spawn in range like that.
You probably don't know me. But next time you get gunned down or exploded by a Valor scout...check the name.

I laugh at the community's ingenuity too, but similar to murder taxis...is this the type of gamplay we want new players and especially gaming media to see? Its funny/amusing but does it paint the game in a positive light?
REs are hardly on the same level that murder taxis were...
I mean I've not been caught out by a 'dynamic' RE (dead man trigger or otherwise) since I've started using them myself (in fact, if it wasn't for other people professing their RE love I'd be tempted to assume I personally am the reason this thread exists).
Some people might argue that I can get out of the way in time because I'm a scout, and heavies don't have that ability. I'd say mobility is a scouts advantage and a heavies disadvantage - it's relatively high risk high reward to actually do, and requires a terrain advantage.
I wouldn't complain if an RR/ScR killed me out in the open from 70m out - and I'd say that takes less skill, effort, preparation and risk taking than me REing a heavy. Which is why of course you are far more likely to see those in a kill feed than an RE.
I've seen plenty of skilled players learn to avoid them after they realise im using them in which case I use the threat of them to slow the enemy down and expend grenades .

Okay fair enough. OP isn't QQing about throwing REs on the fly (the title doesn't really help in clarifying OPs stance...). I get the bleed out detonation could be contentious, but just two points I'd make.
1. Arguing the fact it is the only equip that can be used during bleed out doesn't amount to much. Being able to use needles without having to equip them is unique to needles - it's doesn't make them unfair mechanics or whatever, it is just part of the use of the item.
2. It is not a 100% kill - if you are in a scout got you in a situation where even upon their death you had absolutely no time to evade the RE blast - the scout simply won that encounter at the cost of their own lives.
REs still require more preparation at such short operating distance than any other weapon in the game (I think), being able to detonate while bleeding out is kind of a compensation for that - I mean it's an advantage that activates only when you are dying - the very thing people are complaining is happening to them.
I'd call it a fairly balanced (since it takes particular skill to do considering the counters/vulnerability of the bomber) gameplay style - high risk/high reward. Like Shotgunning on crack.
