Personally I think the "glitch" isn't really a glitch. You can only pull it off when you are bleeding out which means that you're still conscious in that suit, you can be revived so you must at least have some motor function to push a button. You can't be revived from paralysis and just thrown into battle.
So I deem anyone bleeding out still a threat, because they have enough power in them still to get back up and detonate a bomb while they're laying there dying. Adopt that philosophy and really the glitch does not seem unfair. But that is a slight bias coming from an RE user
