TLDR: Negative-Feedback and the PFC council will discuss how we want to structure the PFC contract in four weeks time. Maybe the council will want to go with pay-on-demand or perhaps they would rather a weekly payment. With an emergency fund in escrow we'll look at the expenses incurred over the next four weeks and see.

Your 24 districts, all held by different corporations, are like the original 13 colonies who revolted against Britain. 7 southern states seceded from the union, with slavery being the primary cause of the disunion. Similar to disagreements on slavery, there are some district owners who disagree with Speros tax, and even call it extortion! Civil war is upon us, or is it? See the problem is these corporations who are all about PFC are there because they cant, or wont, cut it in the rest of PC (at least when it was real and there wasn't 100% locking).. but I digress.
