If CCP goes through with their current plans to tweak the proficiency skill, anyone how doesn't have a ScR or AR And a mag sec or SMG will be very sorry.

A better advice would be to spec into a suit and weapon you like or are comfortable with rather than speccing into the next FoTM.

1. That's a pretty big IF there, I'm operating on the assumption that its not likely to happen. But, either way no sweat off my back.
2. 1.8 looks like we're going to see more 'pigeon holing' of weapons being tied to drop suits (chiefly Commando/Assault).
We'd have to take a look at the changes to see if my #2 is going to be real or not. It sounds like Amarr Assault/Commando are going to be able to use laser weapons the way they can now, and everyone else is going to be having more trouble with them.
As far as Assault Rifles, I expect a big increase to kick and spread to balance the Gallente Assault's bonuses, so everyone else will be SOL.
Here's hoping I'm wrong on both points tho.
To answer your original question: its way to early to even guess until the medium suit changes/weapon changes come out. But I'd say which weapon you like more will determine what suit you skill into.

The scrambler rifle is skilled differently than the assault rifles although to the other commenter they are the same. Indeed, they cannot be as they have two separate skill trees that do not share branches.
That bit a clarification aside, the question requires a little more information.
Each weapon requires a few million SP to skill into. If you have several million that will be freed up then one could spec into level three or four of a light weapon (for instance). Assault variants of most weapon are currently level four.
I would suggest spending as little SP as possible, using cheap/free fits as long as possible until the new OP FOTM has been determined. If the new weapon suits your style or is interesting then spending to level three or level four would reasonable.
Another alternative is to play FW and eek out enough LP to buy the reduced requirement version of the weapon, then you would know if it might be worth spending SP on.
CCP has dropped an OP weapon with nearly every patch (next up is some long range pistol), only to drop the Nerf Hammer of Doom on them soon afterwards. Sometimes with an announcement but more often with a silent Nerf that means players using said weapon have wasted SP on a weapon that no longer performs as described. The documentation is rarely correct in Dust (check the speed of the HAVs - 302kph and 1000+kph). Note that the CR and RR from 1.7 have yet to be Nerfed. Either they won't be or they will be in 1.8. Hard to say with CCP/Shanghai.
If CCP/Shanghai decides to do the correct thing and refund SP on all related functions after the destruction of the reasons to choose particular suits one should have enough SP to make a few changes. I chose several weapons based on suits that will be unworkable in 1.8 as the suit bonuses no longer are valid and the new ones require different weapon choices. The AR had been the backbone of the game until CCP/Shanghai finally put the Nerf on it for good, the latest being the significant reduction of range thus their newer guns (combat and rail rifles) were vastly superior weapons on release.
Of course, I wouldn't hold my breath or recommend that anyone else do it while waiting for CCP/Shanghai to do the right thing by the players. Ganking players is the backbone of CCP/Mothership corporate thinking. Doubt that? google CCP and HTFU video, it will clarify what CCP thinks of us.

Spec the **** out of 1 completely badass FotM. Hold the rest. In 4-6 months you'll have enough to spec the newest FotM, while your current suit gets nerfed to complete uselessness. Eventually, you'll be invested in everything, OR CCP will eventually learn the definition of "balance"

do what you feel comfortable using because in my opinion they cant nerf any weapon to the point where i cant get 20-30 kills its all about your gameplay style, i laugh my *ss of when i here people QQ about the AR being Up when i can use it with no skills specced in and still go positive. just do you

If there is a respec I will run mlt suits with maxed core skills because I want to avoid the fotm and the UP suits.

FoTM can suck it. I skill into the weapons I find most fun and the suits that best compliment them. If it gets nerfed or buffed, oh well, its an ebb and flow. Itll come around again. Having a few options makez game changes not sting so bad. Thats why I dont spec heavy into one thing.

I hope they leave weapon respecs out of it. Sure, I would probably use the extra 100,000SP I used to dabble in lvl 1 weapons towards something a little more useful to me, but weapons need not a respec. I worked my but off to build my setup for my character that plays to my strengths. I avoided FoTMs to concentrate on my main long-term goal and it paid off.
My SCR is maxed out, and everything that supports that weapon is as well. I'm well over 5m SP into it, so if anyone complains that I own them to easily in a match, tough cookies. I earned it.
If I was you I'd stick with the SCR. Its a great gun that's fun, different, and challenging to use.

If there's a respec, I'm converting to Amarr Assault with full ScR (I absolutely love ScR now since I started using it more) and SMG or Magsec. The rest of SP is going back into drop suit core skills and vehicles because I like running tanks for AV.
