The scrambler rifle is skilled differently than the assault rifles although to the other commenter they are the same. Indeed, they cannot be as they have two separate skill trees that do not share branches.
That bit a clarification aside, the question requires a little more information.
Each weapon requires a few million SP to skill into. If you have several million that will be freed up then one could spec into level three or four of a light weapon (for instance). Assault variants of most weapon are currently level four.
I would suggest spending as little SP as possible, using cheap/free fits as long as possible until the new OP FOTM has been determined. If the new weapon suits your style or is interesting then spending to level three or level four would reasonable.
Another alternative is to play FW and eek out enough LP to buy the reduced requirement version of the weapon, then you would know if it might be worth spending SP on.
CCP has dropped an OP weapon with nearly every patch (next up is some long range pistol), only to drop the Nerf Hammer of Doom on them soon afterwards. Sometimes with an announcement but more often with a silent Nerf that means players using said weapon have wasted SP on a weapon that no longer performs as described. The documentation is rarely correct in Dust (check the speed of the HAVs - 302kph and 1000+kph). Note that the CR and RR from 1.7 have yet to be Nerfed. Either they won't be or they will be in 1.8. Hard to say with CCP/Shanghai.
If CCP/Shanghai decides to do the correct thing and refund SP on all related functions after the destruction of the reasons to choose particular suits one should have enough SP to make a few changes. I chose several weapons based on suits that will be unworkable in 1.8 as the suit bonuses no longer are valid and the new ones require different weapon choices. The AR had been the backbone of the game until CCP/Shanghai finally put the Nerf on it for good, the latest being the significant reduction of range thus their newer guns (combat and rail rifles) were vastly superior weapons on release.
Of course, I wouldn't hold my breath or recommend that anyone else do it while waiting for CCP/Shanghai to do the right thing by the players. Ganking players is the backbone of CCP/Mothership corporate thinking. Doubt that? google CCP and HTFU video, it will clarify what CCP thinks of us.
