Thanks! The Assault Rifle is the shortest-ranged rifle weapon, and the combat rifle is the second shortest. If you're after long range, you want a Rail Rifle. To further complicate things, there is the "assault combat rifle", which is simply a better version of the assault rifle (yay balance). There is no way to add or remove scopes, they're simply there. The assault combat rifle is better than ar because it does a total 20% more damage to armor 10% to armor combat rifle -10% to armor assault rifle. that doesnt make that weapon better. It just appears to be better because most ppl armor tank. the AR still works good, just not against armor.
AR - 10 armor +10 shields = 10 - 10 = 0 CR - 5 armor + 10 shields = 10 - 5 = 5
CR has 5% higher OVERALL DPS than the AR. Combined with longer ranged and much higher DPS... Yeah the CR is much better.

The CR is better for taking out fewer enemies quicker, but the low ammo count and low damage per shot means you have to reload far too often for engaging multiple targets (even with its fast reload time)
If I wanted to do this I wouldn't use any of the rifles... probably a MD or a HMG. But the rifle that can do this the best is the RR or CR since their high damage per shot can ensure that I leave a mark on the enemy before they have subtle time to react.

Now here is how it goes as far as weapons
Minmatar
Combat rifle is the best for taking out single enemies quickly, and since its range is middle ground it can effectively engage all enemies.
Assault combat rifle is the best for CQC operations, with the best damage profile and high rof you will overwhelm enemies quickly.
Caldari
Rail rifle is the best long range weapon (and best CQC weapon until 1.8 I hope), aside from a sniper rifle and a laser rifle this is the longest ranged rifle.
Assault rail rifle trades range for DPS, unless its range doesn't go down in 1.8 in which case it would trade damage for rof, making it slightly better for closer ranges than the Rail rifle.
Amarr
Scrambler rifle would be the equivalent of a Designated Marksman Rifle (DMR) it packs a very high punch and has a charged shot for an even stronger punch. The caveat is that it overheats after 15 shots. This is the best 1v1 weapon in the game, in the right hands.
Assault Scrambler rifle, you wont see this gun much in the field, but this the automatic version of the AR. It boasts the highest clip of all the Automatic rifles and its a decent gun, it has the second lowest range (NOT THE COMBAT RIFLE) of all the rifles but because it's DPS is matched to the long range rifles it is UP along with the AR.
Gallente
The Assault rifle is your basic automatic grunt weapon, it has the lowest range of all the rifles but it's supposed to be the hardest hitting, the highest DPS weapon. Unfortunately it isn't in the current state of the game as the DPS of all rifles is matched. Therefore the longest ranged rifle is the best rifle.
Keep in mind that the Assault variant of every weapon is more expensive than the Normal variant, the exception is the Gallente Assault rifle. At Advanced level the higher cost is negligible, but at prototype the Assault variants cost nearly twice the ISK. Even though the Gallente Assault rifle has the most variants, that doesn't mean speccing into this one will give you all of the rifles above, each one out performs the Gallente variants (and the Gallente primary) and will eventually have the variants of their own. So your choice is dependent on how you want to use your primary weapon. Nothing is stopping you from getting all 4 racial rifles though, but this could be a waste.
