This is why we need militia variants of every rifle.
Anyways, it sounds like the gun you are really after is the rail rifle. Go to Factional Contracts, check just Caldari, and you should be able to make enough Loyalty Points to buy a few Rail Rifles from the loyalty store, then go try them out. Heads up though, playing Caldari FW is rough, so just do it for one round to get enough points to buy a few guns and leave.
The assault rifle is the one on your starter fits. It is short range and has no scopes, so based on what you're looking for I would stay away from that. Combat rifle fires in bursts and has an increased range, but still not as far as the rail rifle. There is also the scrambler rifle, which is a semi-auto single shot rifle that also has a charge feature but overheats if used too much.

Think of the scrambler rifle as your typical single shot rifle. It can fire around 18 shots in rapid succession before overheating, but can also perform 2 second charge up time that will make the next shot deal 3x damage but at the heat cost of about 10 shots.
