Only if I can sign a petition about people who make generalizations that all people who want (constant? LOL) respecs skilled up "FOTM"-stuff and ignores all the other stuff made in favor of respecs. I would also like to ask: Why do you think that "FOTM"-speccers don't have a pool of unassigned SP saved up?
Some players who use FOTM fittings might have a pool of unassigned SP, however, those are typically not the ones asking for a Respec (If they did have SP saved up, there would be no need for a respec as they could use their pool of SP to spec into whatever they wanted to after patch date).

I don't feel that respecs have been constant. We've had one respec (two if you count the tank skills for 1.7) that I know of, which was coincidental with the game leaving beta and going live. I was fine with it. However, ever since uprising, people have constantly been whining, err, asking for more respecs. Check the forums, you will find dozens of posts on this one issue. The game hasn't even been out of beta for one year and another respec would set a precedent that whenever a major change to the game balance happens, a respec will be given, so rather than being cautious with my SP, I should spend them on whatever is currently overpowered, and then just whine about a respec the next time something is changed.
And honestly, the only unbalanced stuff spending all your skillpoints on has brought to light is how overpowered certain weapons/suits/equipment are. This then leads to those items being nerfed, and a mass of people who now have a plethora of skillpoints in weapons/suits/equipment that is no longer OP, demanding a respec.
If people know ahead of time, that OP weapons/suits/equipment will be nerfed eventually, and no respec will be given, they then have to weigh that against the benefits of abusing FOTM OP weapons/suits/equipment until they are nerfed. This translates to less people abusing the FOTM OP weapons/suits/equipment, which leads to a more pleasurable playing experience for all players, until the offending OP item is properly balanced.
