The problems with PC as far as district locking and such could be easily remedied. But it would require something that no one would be willing to do. It would require Dust-side alliances to basically be dismantled and 3-4 NPC alliances would have to take their place. It would have to completely abandon the Eve based ideas about alliances and have it's own unique set-up. Corps would need to choose one of the alliances to fight for and register to them. Then you'd simply just remove district locking and clone packs, having the NPC alliance pay for the clones, and let PC be a fun place where people go for the sake of conquering planets, not for micromanaging clone harvesting points. This would allow any corp, no matter how big or small, to participate in PC battles. Then, once a PC battle is underway, if spots open up after the match begins or if there is space on one of the teams, it appears in a "PC contracts" tab on the battle finder. Then, lastly, you reintroduce old-school corp battles (the old wager matches from closed beta) for 100% corp v corp action.
PC would then be fun, accessible to everyone, districts would truly take effort to hold for you alliance requiring constant vigilance (focus would fall back to holding districts for the alliance instead of for individual corps), no more ISK farming, districts would be in a constant state of flux, etc, etc,etc.
But this will never happen, as this is New Eden and all things MUST be player run, because that's how it is in Eve and everyone DEMANDS that everything work the same way in both games as much as possible. Despite the fact that it would make PC worthwhile, prevent it from being an ISK farm, and make PC accessible to everyone, NPC corps will never be accepted as a valid idea...

District locking is only a problem because people are too lazy to look up reinforcement times and then hit X faster than the guy doing the locking.

Easier fix is to stop refunding clone packs.
There is a system in place that refunds clones and clone packs for battles that do not take place because of an unexpected server crash or issue. The problem is that if both sides no show the battle the game registers it as not taking place and refunds the clones and clone packs.
Meaning the shell corp that launched the clone pack gets refunded the 36 million and the defending corp generates clone sales. This is why district locking is profitable, if they removed automatic refunding then corps could still lock their district for strategic reasons such as filling the district to launch attacks but it would cost them 36 million every time to do so.
If there was an actual server crash that prevented battles from occurring then the corps could just file a ticket and get refunded that way. But CCP was lazy and decided to implement an automatic refund and here we are.

I don't think there would be locking issues if there was a more fluid path to actual battles.
It's the timers that create the ability for a tiny group of the 1-5% of Dust playerbase that participates in PC to absolutely dominate the landscape.
It's limited to 16vs16 already, the timers allow them too much logistical time to make arrangements. I'm not saying PC should be a zerg-fest, but right now there are only a very select few that are successful in PC. I'd put the number at less than 200 of players that are part of groups that have consistent success in PC.

The idea is very feasible though; websites such as dotlan or dustcharts show what the reinforcement timers are set for and then it's just a matter of having one or more guys trying to send an attack around that time. Of course it's hit or miss because it comes down to who hits X first at the right time but if everybody that is complaining about district locking would be doing that then it wouldn't be nearly as big of a problem as it's made out to be.
