Stasis webifiers, those things CCP promised us back in 2011. I want them. In EVE Online stasis webs "Reduces the maximum speed of a ship by employing micro energy streams which effectively entangle the target temporarily, thereby slowing it down". I want this to come to Dust as it was promised years ago, as an equipment to slow down targets that are hit; primarily vehicles.
It should work like a pistol with around a 50 meter range. You point, shoot an energy blast, and whatever infantry or vehicle you hit should be slowed down for a period of time. It could have limited ammo, or it could have a very long cooldown; whichever works.
Race: Amarr (they usually do energy tech, and makes sense they develop it to counter Minmatar speed)
Type: equipment
Range: 50 meters
Effect: 50-75% (depending on tier) reduction in speed of infantry and vehicles hit.
I want it.

Though I'd rather see a Cap neutraliser or energy vampire for the Amarr. That's the kind of thing we do.
That lockon this could work great energy lasso thing for a stasis web.

We sap the will and capacity to fight from our enemies, so we can roll over our enemies later while they are weak and sick of battering themselves against our ships and lines.
Wouldn't these things require a capacitor system be implemented?

That being said it cant be a huge reduction if it has long range. It can be quite large if you catch it in close but should probably have power reduction based on range, similar to the laser rifle.
We have equipment that just outright kills infantry (REs), so I don't see the problem with equipment that slows infantry down for a few second as long as its limited by long racharge or limited ammo.

I didn't think of Ammo, but it'd be easy to add...
Nice spreadsheet, though I think the speed reduction against vehicles is way too low on the equipment one.
