Some Council-members felt that a corp's reputation should start with the new system, and that people should be allowed a chance anew to participate. However, others agreed that there was a strong concern about allowing a resident of PFC where the requester still had "burn PFC" type material in his signature, and was not the only member of the corp to be advocating the death of PFC. I think it'd be fair to say the Council's position was either distinctly tied or it was slightly against. There was not a majority in favor of approving Red Star being placed on PFC.

As a note, I personally didn't even recommend or advise anyone on a particular choice. While I don't vote, often I do present an opinion. I did not in this case. (N-F did voice their opinion, as a note.) In my case, I used nothing for no particular political agenda. My response was an attempt to loosely summarize the opinion by those with votes. As more corps in the Council get involved directly in decisionmaking (some haven't really stepped up) and more corps are placed on PFC, the pool of decisionmakers will hopefully grow, and this may or may not change the status of some decisions in the future.

I'm not making any decisions, I'm trying to help put some organization down to the Council structure, but those decisions are made by Council members, including the decision, they will have, whether or not to retain my services. (For free, because I don't cost anything.)

You had the choice of saying R*S could be a valueable addition to PFC but you choose to STFU. Again goes back to my point about PFC Council being opiniated.
I could've said that, but that wouldn't have been my opinion either. My opinion was somewhat neutral, though leaning on "allow them the chance to break or follow the rules in the new system, even if they're probably a bad fit". As it wasn't particularly driven either way, and actual council voters had already indicated a similar view, I didn't decide to back either view in the discussion, though as the conversation moved from the forums to a chat channel, I ensured that view was presented as representative of some of the views held by council members who had posted about it.
I have some manner of desire not to intentionally influence the council's opinion too heavily. The council was torn, and at this juncture, it wasn't a decision that had majority support. The Council currently hasn't made a solid decision yet on what they feel the requirements for a PFC participant corp should be. (With regards to level of experience, duration of participation, ties to alliances, outside landownership, etc.) As those rules become more concrete, and more members participate actively in the Council process, R*S may be able to acquire one in the future.

Personal opinion is that I'd love to face more corps on our PFC district that fight at higher levels of difficulty without risking loss of district/rule violation. But I have concerns about Red Star's commitment to it. My opinions fit in a grey area, and I really cannot make up my mind on where I sit on the issue. And since I do not have a vote anyways, I left it up to people who did. As I noted, at this formative stage, there's less participating voters, and the rules are not concrete yet. In as short as a few weeks, decision-making could be much different.
The fact that R*S's immediate response was to volunteer the entire corp to attack PFC districts for free... not exactly something that helps their case at a later date either.

Sentient, you do realize CPM is an out-of-game position, and anything pertaining to alliances, corps, districts, etc. is an entirely in-game position, right? (I'm not trying to get you to vote for me, and you should definitely vote, regardless of who you vote for, but please, do learn the difference, it's very important.)
Valor Coalition has actually peacefully ceded their district to a newer corporation.

Honestly, if you got to know me, you might feel different. I more than welcome you to contact me privately at any point for... really any reason. I know Spero is someone, who I think, looks very different in public posts than in chat. (Though he's always logical and rational, in any medium.) I'm emailable, Skypable, in-game chattable, etc.
My reasoning is simple: This PFC model is in my opinion, a good thing, and it works for my players in my alliance. Folks I know, respect, and honestly want to have a great time on the game. So I want it to succeed, and am doing what I can to help.

Sentient, again, in-game, out-of-game. My in-game decisions are ruled by the folks I'm responsible for.
That being said, I actually feel PFC operating this way, is actually far closer to the models used in EVE, a far more successful game. It develops the metagame, something DUST is sorely lacking in. NPE is a big deal, and I think the current model of PFC is helping that. Bear in mind, the party you're pitching a fit about not being placed on PFC: Not new players. The corp that Valor gave their district to: Newer players.

Money was not the issue, and Kane doesn't actually get a vote. Right now, our internal processes are a bit incomplete for holding votes. It may be warranted to reapply once we get that sorted. It is something that I would like to see addressed rapidly.

Actually one of the many things the council has not formally decided on. The original PFC had major top tier participants on it, even landholders. Newer iterations of PFC under EoN and RA focused on newer or lower tier corps and required only corps without land elsewhere. If more elect to participate in the process actively, hopefully we can reach a decision there.
