CCP wants to increase Time to Kill. A ROF boost and a damage boost will probably not happen as it directly goes against that agenda. Farther zoom REALLY hurts when trying to use the Scope at closer range. Ye olde Sharpshooter was removed because of the ability to make weapons go farther; it was the biggest example of "I haz more SP lulz" in the game at the time. I doubt bringing it back is on the table. Also, bonuses should not only affect a single weapon. "Better optimal range with Rail Rifle" only helps Rail Rifle whereas the other bonuses at LEAST work on two weapons.
The Gallente is only when shooting from the hip. Giving it to the Rail Rifle, which is almost always used in ADS, would be a waste. Reload speed really doesn't help in close combat. The only scenario is helps is if BOTH combatants run out of ammunition and go to reload and not a single one of them swaps to a side arm. Side Arms should be used to cover the "I have to reload" problem, not faster reload times.

So what's your suggestion? also regarding optimals the Sniper would gain an extra 150m range at 5% per level
My suggestion for the Caldari bonus? I have no idea. It is quite a tough thing to say because the Rail Rifle doesn't have too many difficulties other than close quarter combat and trying to give it less of a detriment there is really quite difficult. Reducing the charge time is more meaningless because it still is within the realm of blinking speed (and doesn't help the Sniper Rifle). Reload speed is extremely boring and is not able to be seen where all the SP went for the user. Being able to shoot your ScR more lets you see where the SP went for Amarr, getting a laser focused Assault Rifle (please change the name) tells you where the SP went for Gallente, and having 11 shots in a Mass Driver lets you see what you paid for.
I think it was from King of the Hill where Peggy was describing a bunch of hipsters but it applies to most humans: "They don't know what they want, only what the don't want." So despite not knowing what I want, I know it isn't a reload bonus. |
