Because that's the only viable alternative IMO.
Expecting heavies to stick to two niche weapons is absurd. I would like to have a Heavy Weapon that operates like the HMG did before they fixed it. It was perfectly accurate with Zero dispersion, but only hit if that one tiny pixel at the centre of your screen was on the target. I refered to it as the Precession HMG. I actually got a kill at 60m with it.
Lets call it a Magsec HMG. Yes, I know, another Caldari weapon, but using Rail tech makes sense for a long range Infantry Weapon.
There is also my idea for a Laser Cannon, which would be a scaled up version of the Laser Rifle. To keep it from being OP the heat-up mechanic would have to be on the target rather than the weapon so you could not pre-heat it and fry Infantry with Vehicle level damage. Basically as the target heats up the damage they receive increases, so that after 3 seconds it would be ramping up to Vehicle level damage. Infantry would be dead already if they received 3 seconds of sustained fire anyway, so it would not be a balance issue. The target would have to take some time to cool down, so that going off target for a fraction of a second would not reset the heat to zero.
However, for my Laser Cannon idea to work properly CCP would have to introduce a temporary debuff mechanic. (Heat.) But I think temporary debuffs could be used in other aspects of the game as well, so it would be worth adding.

This is not a problem with the Heavy suit, it is a problem with the TTK. If the TTK was a little longer the better speed of the Assault suit would be more important as it would allow you to get to cover.
It is also partly due to all the Infantry Rifles doing too much damage, but this relates back to the Time To Kill being too short.

Strictly speaking, you can't really just say "Your hands are too fat and can't hold a light weapon"....but if a Med and Heavy suit both sport ARs and the Med gets a bonus for damage to it, well then it starts to come down to auto aim - er I mean mobility...
That said, this would never work because all the weapons do sick damage already... The reason large ships donGÇÖt fit small turrets is because small turrets do not do as much damage. However, if I was going to fight a bunch of small Frigates with a Battleship I would fit the Battleship with Small Turrets because they track faster. Large turrets canGÇÖt hit fast Frigate unless they are standing still or are moving directly toward or away from the direction of fire (low transversals), where as a Small Turret can track just about anything.
It is the same reason I might switch from my HMG to my SMG when facing a Scout in Close Quarter Combat. I just canGÇÖt turn fast enough with an HMG out to track a Scout trying to orbit me close in.
Simply Put the reason to use Heavy Weapons is because they do more damage. The reason not to use Heavy Weapons is that you have to sacrifice speed and manoeuverability to do so.
(The Infantry Rifles do too much damage. That is what is distorting this picture.)
