With 2 sidearms, but 3 slots in the weapon wheel- sidearm1, 2 and then TWIN WIELD.
Gunslinger skill improves the loss in hipfire accuracy.
Slots and stats would be as follows- more base HP than scout, 1 equipment, and 4 slots at proto(aka commando layout) E.g. Caldari would be 3/1, gallente 1/3, min 2/2. Amarr would follow gallente.
Movement speed -might- be increased or decreased, and stamina would be decreased.

Almost. Except for the fact i forgot to mention you lose 50% accuracy.
Eg a SMG goes from 56(?) to 28.
The skill would reduce that penalty by 10% a level, resulting in a net loss of 25%.

The thing i should update in the OP is the loss of hipfire accuracy.
This would become the ONLY hard counter to a Scrambler user and only in CQC. You gain double(roughly) DPS in exchange for terrifyingly fast ammo expendature and shotgun-like range.
Currently a SCR user wins ANY 1v1 that is not a heavy with SCR. This is inherently OP. This is the same paradigm with tanks. Same with the heavies of old(from what i hear?) same with practically everything that was nerfed.

Biggest thing about the twin wield thing i want to keep though is commando-like combos(smg/scrp is one such idea)

I would love to see more commandos on the battlefield. @NK comment: No, you would have one of each knife in each hand but you swipe 4 times instead of 2. How come you can say yes to a twin wield AR heavy, but not a twin wield SCRP or Flaylock?

^ that's how i see it as well, but people don't want dual wielding to become prevalent, and the idea of a heavy with a Forge and twin breach SMG's.
