Really depends a lot on how invisible they are. CCP stated back in that old equipment dev blog that the cloak isn't a 100% invisibility even when standing still, so if that is still true that could easily change a lot of perceptions. And if not, maybe people need to start spraying bullets when they enter CQC areas just in case 
If the cloaking is only as invisible as it was in say Red Faction Guerrilla then it should still be very useful while at the same time not being something you can simply camp a corner with.

Give me a sec. It's hard to find a video that gives a good view of it since I can't exactly search "Red Faction Guerrilla Cloak Enemy View." I have to manually look through videos and see if the player engages a cloaked enemy.
