I hate to disagree with you, and I hope I either misunderstood you or you are being sarcastic, but your point is pretty invalid.
If what your saying is that through the proficiency skill underpowered weapons can be put to better use, than the same is true for the overpowered weapons. If an overpowered weapon is compared to an underpowered weapon of the same proficiency level, then the overpowered weapon is still equally as overpowered, making the proficiency skill pointless unless you are facing off against someone who has not put points into proficiency.
Overall all removing the proficiency skill would do is make things easier for newer players.

I was actually pretty upset that the Old turret operation skill was removed. The turret operation used to give +2% damage per level. Now it does nothing.
Honestly by the end of the day it breaksdown to CCP's poor matchmaking and other variables. I'm a scout I have the lowest HP, so I am very damage sensitive and understand OP weapons and all that jazz.
In terms of new players, yes, your point is true. But when two people of equal SP fight against eachother, the one who committed to their weapon in terms of investment should beat the other out given all other variables are controlled. Initial post was semi-trollsive.
Ok, I see your point.
But as for the no health proficiency thing, that is pretty much what shield and armour upgrades are for.
