It's the Gallente plasma assault rifle, it's meant to dominate close quarters. I agree it's outshined by the newer rifles, but I think that's really more a problem with them excelling at too many things than the AR not excelling enough.
If you want it to have a niche, CQC would be the way to go. Really, given it's short-mid range effectiveness, the CR fits the jack-of-all-trades better anyway, in my opinion.

The RR and CR should just get nerfed. RR gets more spool and way more kick in hip fire and the CR gets pauses between bursts like the AR variant. Also, the CR should be the anti Scrambler so it should be -20% effective to shields, but +20% to Armor. So it should suddenly be an explosive weapon? Just cause you decided? You realize there's already pre-existing damage types with their own shield/armor efficiency, right?
