But Amarr is supposed to be slow because of more base HP so even when you go to the lightest specialization where that bonus HP is the smallest the speed penalty is the same 
It's a scout suit, make it a scout suit.

Minmatar Assault is already light assault. When you specifically have separate classes, one of which is called "Assault" and one of which is called "Scout," then make the scouts do the scout roles and the assaults do the assault roles.

They intend it to be a light assault suit(which is different from the assault suits via it's lower profile, higher speed and stamina)
Are you really so uncreative that you can't think of anything else for a scout to do?
Plus Gallente Scout can do Light Assault better than Amarr Scout given the stats CCP provided.
