Role: Precision weapon, High damage
Optimal: 450 meters
330 damage basic 400 damage proto, projectile damage table.
Balancing factor: bolt action, slow as hell to fire. also, bullet drop. Maybe just make it single fire(You have to reload after every shot)
Lore reasoning gibberish: The minmatar's racial weaponry is autocannons(med-short range) and artillery(Slow, but it hits like a truck.) Probably based on hunting weapons, upscaled and modified for clone use.
Field use: basically, killing something with massive alpha damage. not quite enough to kill a tanked out suit, but enough to cause some serious thoughts about finding some cover.
Skills Operation: 5% sway per level Proficiency 4% Bolt speed/reload(if it's just single shot)

Has to be closer, has drop, and takes longer to fire.
Thales: 355.3 damage. before you factor in: damage boosts from prof, damage mods, and damage table. from 600 meters out, with zero drop.
I'd say the extra damage for a shorter range, bullet drop sniper is a fair tradeoff.

I know about the precision rifle, it just looks too much like their autocannon line(smgs, combat rifle) which means it'll probably need a good 6-10 shots to put someone down and not be terribly effective as a long distance sniper weapon.

how would it do any less damage if you got close though? minmatar is basically conventional weapons tech, which is operated by propellants launching a projectile that loses energy to air resistance. a current day anti-materiel rifle(which I'm basing this on, kind of) maintains killing ability at massive range due in part to the extreme mass of the projectiles it can hurl(I think the longest recorded kill with one had the wound being practically vertical.)
and i was going to suggest the same thing as the current sniper, it's optimal is it's effective and it's absolute.
or maybe 450 is the absolute. 400 optimal sound good for that much damage?

that would be CPU if memory serves, and I was thinking more of 3 ish seconds between, that's enough to make not killing your target punishing, and to stop quik-scopers in their tracks, to reinforce good accuracy or picking a proper target and it puts a good difference between a guy who just skilled into and someone with the gun maxed(3.0 seconds at basic, 2.4 at proto, 2.16 with proto and an assault suit also at proto)
Plenty of time to duck into cover, and plenty of time to kill him before he can shoot again if he's trying to use it at close range.
but yeah, will probably have to put it with a high CPU cost to keep people from putting too many damage mods on it, that was the reason I put the proficiency as something other than damage, because any more and this thing's a bit too good.
