Will there be a course on proper use of a RR or light weapon? since that's what 90% of heavies I see are using these days, and it makes me sad.

So all he really has is the more HP edge, and I can tell you right now it is not even close to 5 times the HP.
my scout-185 ehp(dampened to hell and back)
my heavy-1200+ EHP with a armorstack tank and an HMG+damage mod
Sorry, it's 6 times and I can only access basic heavy suits and adv plates so any better further widens this gap.
rail rifle VS combat rifle. I know the rail is in fact the best gun in the game(tied with the viziam scrambler) but hey, I like the combat rifle's aesthetic. I perform notably better when I'm using the rail, but I feel dirty afterward for using what's OP.
his gun deals more damage, more accurately, and at greater range. but hey, I snuck up and closed the gap to <10 meters. well at least they gave it damn near perfect hipfire as well.

no, that my scout can't take a heavy from behind, with height advantage, landing every single shot. before he can casually turn around, turn again(since he didn't see me with the first one, then finally look up and 3 shot me.
I have much less of a problem with commandos using light weapons(hell, it's what they're (poorly) made for). I'm talking heavies with RRs or even more disheartening, sentinels with them.
