So when you try to spool up your railgun turret (large or small) but cancel without firing a shot, your turret needs some time to 'vent' before you can spool again.
The RR doesn't have this.
I feel like if pre-spooling wasn't so easy, the RR would be much less effective at CQC, which is, of course, the primary concern.
On another note, people often complain about the RR that you had time to spin 180 degrees to kill the guy sneaking up on you; I'd just like to point out that this is not a situation in which the spool time should punish the defender, considering that an AR could kill you in the same timeframe.
Happily printing ISK with permahardeners and MLT blasters.
Just let me get a couple mil more before nerf, CCP!

Not really a good comparison, considering that blasters overheat and AR doesn't, and also that overheat for RR means quite a lot of balancing.
Furthermore, the idea isn't to make it hard to start shooting AND hard to KEEP shooting, but to lower (not negate) its CQC performance somewhat; ideally without touching DPS, because that affects its performance at range, too. And considering its competitor at range is the (underrepresented at the moment, in my opinion) ScR, it needs to keep most of that DPS.
