There is obviously no correct way to fit or use a min scout, all I can do is explain what works for me.
My favorite fitting: (cpu and engineering skill max btw)
Flanker/hacker
Adv minscout 2 x shield extenders (complex) Adv shotgun Smg cpu upgrade Complex kinetic catalyser Adv quantum scanner
Tactics: I use the scanner to locate enemies, flank them and move into shotgun range without being seen. The advanced scanner allows me to track the direction my targets are facing so that I can approach undetected. Nothing is more satisfying than flanking a group of enemies engaged in a long ranged firefight with my teammates and shotgunning them all in the back one after another. Near objectives use the scanner to check if anyone is around, if the coast is clear proceed with the hack, beware of enemy scouts.
Shields are good as you have very good passive regen. Also the suit relies on speed for positioning and hit and run attacks so you don't really need armor. I don't use damage mods as I tend to give myself enough of a tactical advantage to win without them. If you get into a straight fight you will tend to lose. Also the shield makes a huge difference to such a low hp suit.
Main weapon: I like the shotgun as it has very high alpha damage and gives a (slight) advantage over common weapons at close range. The scout's movement and stealth abilities allow me to maneuver into close range to make use of this advantage. These abilities are also very helpful for taking objectives. These are often located in cramped environments ideal for the shotgun. Alpha damage is useful as I am always the person to initiate a fight. I you are attacked you should run and hide. Knives work very similarly to the shotgun however I find them more difficult to use and slightly less effective. As has been previously stated, there is no point in using knives and shotguns. My experience of rifles is that I tend to fail to kill my opponents quickly enough before either they turn and kill me or some one else sees me and kills me.
Sidearm: I like the smg for various reasons. The bonus to armor works well with the shotgun's bonus to shields. The main way I use the smg is when I attack an enemy with the shotgun but am unable to kill them before they move away outside my optimal range, often this will be towards their friends making following very difficult. I quickly switch to the longer range smg and finish off their armor.
Low slots: The most important thing here is to reduce your profile to below 36db (adv scanner precision). This is by far the most common scanner and will completely shut you down if is gets you. The scout registry in general discussion has a great guide (link on page 1 or 2) for how to do this. I have enough passive skill to do this without dampeners but if you don't, use a dampener. Cpu ugrades are pretty good for min scout as you severely lack suit cpu, especially if you have access to complex modules. Dampeners don't use pg so a dampener and cpu upgrade will leave a lot of useful spare fitting room. Other low slot modules seem to be a bit of a contentious issue amongst min scouts. I highly recommend kinetic catalysers but you could also go with armor, scan range (if you don't have an active scanner) or cardiac regulators. Personally I find speed extremely useful for flanking and hit and run, as well as general battlefield movement. Armor is popular, however I am not a fan as you need regen, but with such low base armor it feels like a waste, not to mention the limits to mobility. I believe catalysers are nearly always better than regulators unless you are moving long distances in which case you would be better off with an LAV. Bare in mind though that catalysers have very high cpu/pg requirements and high skill requirements. Range amplifiers might be useful if you don't want to use a scanner but i'm not blown away by them.
Equipment: The quantum scanner is pretty essential to my play-style. It is all about seeing without being seen and allows me to plan attacks and escape routes. The scan alert the enemy gets doesn't seem to help them much in my experience, however I sometimes don't use the scanner if I have got some one with my passive scan and don't want to give them any warning I may be around. There are alternatives to the scanner though. Remote explosives are very popular and work well with scouts. You have to be a lot more careful though without the knowledge of the enemy's position. Use your team mates to locate enemies. Look around in more open areas. Pay attention to your passive scans. You have a 16m base passive scan which is very useful in corridors ect. Use it to watch as enemies come round corners so you have your gun aimed and ready to surprise them.
Alternative fit:
Uplink runner
Scouts are great for placing uplinks in good positions. Focus on biotic modules. I find rifles more useful than the shotgun if I lack a scanner as the longer engagement range makes it easier to retreat if the odds aren't in my favor, for me it's the combat rifle. I like to use this suit to lay uplinks then switch to the shotgun fit once they are in place. Adv uplinks are awsome.
