I have found out, through no proof or information whatsoever that they only have two teams working on infantry weapons. One team makes Gallente and Amarr weapons and the other one makes Caldari and Minmatar weapons.
You see team Gallamarr is more cautious and likes to deliver their packages nicely secured and prenerfed with bubble wrap as to not shift the balance of game play.
You can see this during the introduction of: The Plasma Cannon, 1st Generation Scrambler rifle, 1st Gen Gal Assault,1st Gen Gal scout,1st Gen Gal Logistics, 1st Generation Laser rifle, and the oncoming speculated Ion Pistol and 1st Generation Scanner (It was actually taken out of the game it was so defective) As you can see, team 'Gallamarr' is very cautious as to what their first moves are which is completely contrast to team 'Camitardi'
Team Camitardi however likes to deliver their Pandora's box completely open, unsecured, and dripping with the blood of baby pandas and could give less of a **** if the contents go flying out of the box while en route to your destination. You see team Calmitardi weapons come flying out the gate with"OMGWTF " qualities. Often tending to be flavor of the month right off the bat with no tuning required. You can see this with the introduction of weapons like: 1st Gen Mass Drivers, 1st Gen Flaylocks, 1st Gen Rail Rifle, 1st Gen Grenades, 1st Gen Forguns, 1st Gen Shield Tanks, 1st Gen Combat rifles and any first gen Caldari suit.
These are 100% real facts that my Guinea Pig told me and she wouldn't lie to me. |

The scrambler rifle is hardly a neat, balanced package. It can one shot any non-bricktanked suit, excluding heavies. Same could be said of the Gallente flux nades that used to instakill people with bugs when they were introduced, and the slayer logi favorite, the Gal logi, has the largest capacity to slay outside of its role, which is hardly neat either.

ScR was hailed as the 'most balanced weapon in the game' upon release. Universally.
Gallente Logistics suffered from being an armour suit when it was released. Consequently it was in no way OP.
Flux grenades were bugged. All the other stuff? Working as intended.

This, pretty much. I'd also like to point out that the Caldari logistics was the most OP suit initially on release.
