This is already planned to be implemented, at least from what I've seen.
Also seen something curious, certain gallente suits, the sentinel and the scout so far, have show to have passive armor repair, where no other suit does. Specs are still works in progress and we still have seen nothing on the assaults and logies but if the trend follows there may be passive armor repair on at least gallente logies, great for me :D
Say what you might about logies being used properly and how they should act or have their suits fitted, I've been a logi since day one and I'm a very good shot and can usually outgun most enemies, hell since I started using the combat rifle I can take down protos with basic gear, does that make me a bad logi? No, I to this day have never used a logistics suit that wasn't completely full of equipment and as long as I am able I use the equipment every chance I get. My gun and my proficiencies are just another tool that I use to keep my team alive, and the passive armor repair is a tool that keeps me alive so I can continue to do my job.
I will be a little disheartened when the passive armor repair is gone, but I will just deal with it and keep using logistics. This change will affect others more than it affects me because I don't use these suits for their offensive capabilities I use them to keep my team fed and stocked, and if I can't survive then that means less reps and ammo for everyone else, I fully agree that logies should play more of a defensive role than offensive but if that's the case then we need a way to defend ourselves.
I don't know much about eve but from what I hear, logi ships are very tanky but have barely any offensive capabilities, but also that because of this everyone targets the logi ships first, I predict this dynamic will be entering this game as all other suits will be getting very big changes that bring them into their niche, it will be up to them taking advantage of their new power to defend the guys who are trying to keep them alive. In short, if there are any heavies around, start practicing being bullet shields for your friendly neighborhood logi!

It's not in the devtopics, the info on logies was taken from leaked info that came out of eve's test server, the skill changes are as follows.
Sentinels get blast damage reduction (5% per level) and specific gun damage reduction versus specific health (ie 3% laser weaponry damage vs shields, 2% railgun damage vs armor, per level)
Commandos get race specific damage bonuses (2% increase of laser weapons for amarr commandos) not sure of other skills
Assaults get increased rate of fire, not sure of other skills
Scouts get bonuses towards cloaks (up to 75% reduction in pg and cpu cost) as well as some other passive scanner or speed bonuses (increased profile dampening for gallente, increased scanner range for caldari, etc)
Logies get 25% reduction to pg and cpu costs of equipment across the board and race specific buffs to equipment (gallente gets more intensity and duration out of scanners, minmatar gets better repairs, caldari gets better nanohives, amarr gets longer lasting and faster drop uplinks).
And yes they're planning on bringing out all racial variants of all suits in 1.8.
