Rails use powerful Electro magnets to send an object at insane speed towards an enemy. Its essentially no different in practice to using a standard powder round except its kinetic force comes from magnetic fields instead of a chemical reaction.
Plasma/Blasters operate similarly to rails except they are expelling with electro magnetic force highly charged gas particles that deal more 'thermal' damage than an actual ballistic shot.
Thermal energy disrupts shields and merely scorches armor, ergo more shield damage than armor.
Kinetic force is deflected (somewhat) by energy shields but collides and/or pierces armor plates, ergo more armor damage than shield.
The forge gun is a really big damage dealer, and I can't really say I noticed any resistances before uprising (didn't pay attention honestly). But it can still OHK most infantry, and tanks have been on a roller coaster. I would say the play style of Forge Guns wouldn't have changed much.
The most OP weapon on the Dust Battle Field:
One good logi, one rep tool, and a heavy.

do you even eve bro? Fixed that for ya. That's not correct. Rail Rifle is Hybrid Rail Damage, -10% to shields, +10% to armor. It is not the same as Kinetic, which does -5% to shields, +10% to armor. Forge gun is also Hybrid Rail damage. In fact almost all Caldari weapons do Hybrid Rail damage, save the Swarm Launcher, which is explosive. (sheepish grin) Whoops, yeah. The term is Hybrid Rail. I was using 'Kinetic' a bit too literally for a game.
