Currently in the character creation process you first select gender, race and bloodline (and name of course). Although flashy, sadly NONE of these choices make a difference in-game apart from role playing purposes.
I think new players would be more interested, and potentially more invested in the game if they did.
My suggestions:
RACE Selection - Let each unique race's movie do the general backstory, either in a small window (top right?) or play by default when selection is done. (It takes shorter time listening to the movie than read the current walls of text, see next point) - Remove the wall of texts and focus on what the race advantages are, I.e Caldari prefer shields and rail weapons etc. - Give bonuses in form of pre-selected skills that fit the race (not much, perhaps 1 to 2 points in 3 skills with low prerequisite) - Keep all bonuses clearly listed in the window throughout the building process: I.e Dropsuite upgrade +1...
BLOODLINE Selection - Replace the wall of text with a small backstory what strategy each bloodline prefer (stealth, shock force, all round assault) - Give starter fits that match the selection (and possibly further bonuses?) - Preferably give the starter equipment skill requirement that matches the given bonuses (this way it teaches the relationship between equipment and skills when the player looks at them in-game later).
Note: all starter fits and weapons should of course be race specific, which (hopefully) will be possible in 1.8 The bonuses should replace the current starting unallocated skill points. In the very beginning these bonuses will make a slight difference, but this will quickly fade when more skill points is accumulated.
With this approach the player can clearly judge which race and bloodline best suites his preferred play style. And since all the choices have MEANING and IMPACT in-game, it will take shorter time to connect the dots and get the grasp of the complexity of the game. It will also make the character creation process a lot more fun |

It's not supposed to matter. Jsut like EVE. Well, in EVE, you get I think a frigate skill, but that's it. No. |

In eve, doesn't race/bloodline affect your starting skill multipliers.

The Race and Bloodlines choices should reflect on what basic skills your Mercenary starts off with. |

This is actually the way it used to be in EVE. Then they realized that new players have no idea what it all means. They can't make meaningful choices, so they wind up with SP in skills they rarely if ever use. For instance, if a particular race and bloodline selection gave you points in light suits and shotguns, then you realized that you hated light suits and shotguns, you have wasted SP. This is why they got rid of it in EVE, for the most part, and why they never implemented it in DUST. |

remove wall of text-replace with brief 1 paragraph explanation of race then 1 paragraph on bloodline (maybe less) your starter fits are determined by bloodline you are pre-skilled by bloodline

I think they should make a movie showing the fighting styles of the race in general. That could make it interesting, you could make somewhat of a general approach to how you want to fight or play. They could also do the same for introducing the weapons tech and damage types or whatever lore background as well. It would be a lot of work and money but a little flashiness with information goes a long way, remember this dust 514 mercenary video.

That E3 trailer THO! 0_0 they could certainly do it
However, as a merc you should not be forced or punished for skilling into other racial weapons or suits. Despite your background choices.
Try not to make it harder for newberrys to play dust, they already get nil experience in the academy before they get swim in the ocean and get eaten alive by proto sharks.
P.S. Please don't get too wrapped up into that E3 trailer.....lets just say, things were changed and no single player has been introduced yet so..yeah

The only thing I think bloodline changes in Dust is the merc quarters. Each one looks different (although we could have been just plopped out in a random location within the faction we chose).

There used to be some impact on your starter fits (Amarr got a free sentinel with an FG starter fit, which ruled), but they took it out b/c nobody knew what their choices meant and it probably was a bit unfair to give only one group a free heavy suit.
