First off, Plasma Cannon is the blaster-type Sniper Rifle, short range, high alpha, supposed to be effective as a light weapon Anti-Material weapon (the forge gun is the Heavy weapon version of the Anti-Material weapon).
Secondly, I believe that Atiim has a point about Matari AV being an RPG, I would hope that it would be a tad bit more futuristic (after all, we are 20k years in the future) though still just as rusty as their ships.

No plasma cannon would need faster travel and a scope then. Hybridsniping in eve is still a long range tactic.
Blaster sniping?
Isn't that an oxymoron in Eve? Blasters have far too short of a range to be sniped with unless you are talking about Large/Extra Large Blasters.
