Are there going to be racial variant modules? Like a Minmatar variant shield extender that cuts the HP given but also decreases the recharge delay? Or Amarr armor plates that are basically heavy armor plates, giving more HP but a stamina penalty in addition to the existing speed penalty? Or how about some Caldari damage mods that give you a slightly lower damage increase % but also give you a slight bump to your shield HP?
You know, hybrid mods of other races modules that incorporate some of the host race's primary traits. Are we going to see any of that action in the next year or so?
ps: I'd love to fit a Minmatar suit with nothing but Minmatar EVERYTHING.

We may see pirate dropsuits that are not unlike the pirate ships in Eve. Pirate ships in eve receive bonuses from two race's ship skills. E.g The Vigilant is a Angel Cartel ship that receives bonuses from Minmatar and Gallente cruiser skills. But modules that are hybrids... I don't see that happening.
And as for when we should receive any of this: sometime in the next 24 months, maybe.

Won't happen. Just look at the modules in each race's respective loyalty store to see which modules are under which race.

Seems logical and reasonable to me and doesn't require any new art assets. This is what the loyalty store variants should become. You know, like the faction versions in EVE.

The Minmatar get the Aurum shield modules. What they should get is shield modules tweaked for the Minmatar combat style so they are different.

Quite possible the system would allow for it if designed in such manner but don't expect these at the pre lvl 4 levels.
For example
Amarr plates have higher hp Gallente plates have lower move penalties (or in the case of reactives better regen)
Minmatar shields extensions (no penalty) Caldari shield extensions moar hp.

There isn't much racial diversity in terms of modules in Eve (no nation has "exclusive" modules).
I wouldn't mind, say, different art assets for equipment being held by racial suits, so an Amarrian dropped nanohive / jesus statue would look different from a Gallente's bald eagle nanohive.

Maybe. Consider what we have in Eve Online.
In Eve, we have about 4 different types of damage enhancing modules for the ships.

For missiles we have Ballistic Control Systems which gives a bonus to both missile rate of fire and damage. For projectile turrets we have Gyrostabilizers which gives a bonus to projectile weapon rate of fire and damage. For hybrids we have the Magnetic Field Stabilizer which gives the same bonus as the rest. For laser weapons we have Heat Sinks which also give the same bonus.
They are not directly tied to a particular race but rather to a particular weapon type. This means that a Gallente ship that fits projectile weapons will be able to use Gyrostabilizers rather than being forced to use Magnetic Stabilizers.
Also, Hybrid turret and Laser turret weapons in Eve take up capacitor which makes them more vulnerable to energy neutralizer attacks. At the same time, Missile Launchers and Projectile Turret weapons don't require any capacitor to use which makes them the ideal choice against an energy-neut ship.
